I looked for help here and here which basically says changed config.inc.php file in. I am using xampp server for php development and want to edit the php.ini file; To change the xampp apache server port here the procedure :

I changed the root password to test and now i cannot login in phpmyadmin page in xampp. My xampp control panel is not showing in the desktop (windows 10), but can only up the servers through the shortcut (minimized option in the task bar). It is also where the front controllers live.
Moved (cut/paste) all the files in c:\xampp\mysql\data to desired backup location.
Where can i locate it? I tried many ways to send a mail from xampp localhost, but since xampp hasn't ssl certificate, my email request blocked by gmail or similar smtp service providers. Apache is running just fine on port 80 and 443, but mysql is not starting. To answer the original question:
I just followed the below steps step 1: First open xampp control panel and then in xampp control panel click on 'config > php.ini' change this and save. I have faced the same problem. Choose a free port number the default port used by apache is 80.
Including images, stylesheets and javascript files.
The web directory is the home of all of your application's public and static files.
